About Singapore COE Bidding

Singapore’s Certificate of Entitlement (COE) system manages vehicle population through a Uniform Price Sealed-Bid Auction held twice monthly.

How it works:

  1. LTA sets the quota for each of the five categories
  2. Buyers submit sealed bids over a 10-day exercise window
  3. Bids are ranked highest to lowest; all successful bidders pay the lowest winning bid (the Quota Premium, QP)
  4. A COE is valid for 10 years and can be renewed for another 5 or 10 years

The five COE categories:

  • Cat A — Cars with engine ≤ 1,600cc and ≤ 130bhp
  • Cat B — Cars with engine > 1,600cc or > 130bhp
  • Cat C — Goods vehicles and buses
  • Cat D — Motorcycles
  • Cat E — Open category (any vehicle, no restrictions)
