COE prices can feel unpredictable — up one exercise, down the next. But the movements aren’t random. A handful of forces drive them, and once you understand them, the results make a lot more sense.

It Comes Down to Supply and Demand

At its core, the COE price is set by an auction: a fixed number of COEs (supply) meets the number of buyers who want them (demand). When demand outstrips supply, the price rises; when it eases, the price softens.

The interesting part is what moves each side.

What Drives Supply

The number of COEs available each quarter comes from the Vehicle Quota System, which is built mainly from:

  • Deregistrations — when cars are scrapped or exported, their COEs are recycled back into the quota. More deregistrations → more supply.
  • The allowable vehicle growth rate — a policy lever for how fast the total vehicle population may grow.
  • Adjustments — measures that smooth out the “peaks and troughs” caused by uneven historical registrations.

Because deregistrations happen in waves (cars bought in a boom year reach 10 years together), supply can tighten or loosen for years at a time — a multi-year cycle baked into the Vehicle Quota System.

What Drives Demand

  • The economy and sentiment — confident buyers bid more aggressively.
  • New model launches — a wave of interest in new cars lifts demand.
  • Category substitution — buyers shifting between Cat A, Cat B, and Cat E move prices across categories.
  • Financing conditions — the cost and availability of car loans.

Why Cat E Is Watched Closely

Because Category E is open and can register any vehicle, it often reacts first to broad demand shifts — which is why it’s treated as a market barometer.

Reading the Movements

A single exercise tells you little. The signal is in the trend over several exercises and across years. The prices-by-year summaries and per-category histories show whether a move is a blip or a genuine shift.
