COE Category E (Open) Explained: When Does It Make Sense?
Of Singapore’s five COE categories, Category E is the odd one out. It’s the Open category, and understanding it explains a lot about how the whole COE market behaves.
What Makes Cat E Different
Categories A, B, C, and D are tied to specific vehicle types. Category E can be used to register any vehicle — a small car, a large car, a goods vehicle, or a motorcycle. That flexibility is its defining feature.
Because a Cat E COE can be applied to a Cat A or Cat B car, it effectively competes across categories.
Why Cat E Often Tracks Near Cat B
Since Cat E can register a large car, its price tends to move in line with — and frequently above — Cat B. Buyers who would otherwise bid in Cat B sometimes turn to Cat E, and vice versa, which links the two. You can see how close they run on the latest results and in the year-by-year summaries.
Who Uses Cat E?
- Buyers of large or premium cars who find Cat E priced competitively against Cat B in a given exercise.

Because it’s open and widely traded, Cat E is often treated as a barometer for overall COE sentiment. When Cat E rises sharply, it usually signals broad demand pressure across the market. That’s why analysts watch it closely.
When Does Cat E Make Sense?
Cat E can be worth considering when:
- Its price in the current exercise is at or below Cat B
- You want flexibility on the final vehicle
- You’re comparing options and the spread between categories is unusually narrow
The reverse is also true: when Cat E spikes well above Cat B, it’s usually the more expensive route for a large car.
