What Is OMV? How Open Market Value Affects Your Car's Price in Singapore

OMV Car Costs Guide Singapore

When you look at a car’s price breakdown in Singapore, one figure quietly drives much of the total: the Open Market Value (OMV). Understanding it helps you see where your money actually goes — and why two cars with similar showroom prices can cost very differently to own.

What Is OMV?

The Open Market Value is the price the car is assessed at when it enters Singapore, as determined by Singapore Customs. It includes:

  • The purchase price of the car
  • Freight (shipping)
  • Insurance
  • Other charges incidental to the sale and delivery

In short, OMV is the car’s “landed cost” before any Singapore taxes or the COE are added.

Why OMV Matters

OMV is the base on which several costs are calculated:

CostHow OMV is involved
ARF (Additional Registration Fee)Charged as a tiered percentage of OMV
PARF rebateCalculated as a percentage of OMV when you deregister early
Excise duty & GSTLevied on the OMV at import

A higher OMV means higher ARF — and a larger PARF rebate later if the car is deregistered before 10 years.

OMV vs COE: Two Separate Things

It’s easy to confuse the two, but they’re distinct:

  • OMV is about the car itself — its landed value.
  • COE is the licence to put any car of that category on the road, set by auction.

Your final price is roughly: OMV + taxes (based on OMV) + COE + dealer margin. The COE portion moves with the market — you can track it in the latest results and across each category.

Where to Find a Car’s OMV

OMV figures for registered vehicles are published by the LTA, and dealers typically disclose them. A lower OMV with a high showroom price can indicate a larger dealer margin — useful context when comparing models.

The Bottom Line

OMV is the anchor of Singapore’s car-pricing system. Once you understand it, the rest of the breakdown — ARF, rebates, and how the COE sits on top — becomes much easier to read.

The free COE Price Tracker app focuses on the COE piece: live prices, trends, and alerts for the category you care about.
